The government of Somaliland must assert its claim to the ownership and control of the airspace over its territory.
Currently, the administration in Villa Somalia is not a trustworthy entity capable of managing that airspace, as it has demonstrated affiliations with groups that threaten regional stability.
This reality raises significant concerns about both the security and the sovereignty of Somaliland, putting the safety of our airspace at risk.
Therefore, it is imperative that the Republic of Somaliland formally requests the restoration of its airspace control, or that a neutral and competent body, such as the ICAO or ECHO, manages the airspace.
Some critical issues surrounding this situation
1. The current Somali federal government (Villa Somalia) stems from their purported links to terrorist organizations that undermine the country’s stability. Allowing this government to oversee the airspace creates vulnerabilities and poses national security threats. The potential for the misuse of air traffic information or hostile actions against Somaliland by those in control of the airspace demands immediate attention and action.
2. The interference from Villa Somalia, particularly the issuance of inconsistent and often burdensome directives for international flights arriving in Somaliland, is causing significant operational challenges. These directives create unnecessary delays and complications for aviation operations, which can adversely affect businesses reliant on air travel for trade and tourism. This disruption is especially problematic for the key airports of Berbera and Hargeisa, whose services are vital for the local economy.
3. In light of these pressing issues, there are clear steps that the Republic of Somaliland should take: Somaliland should make an official appeal for the return of its airspace management rights, outlining the security risks and operational inefficiencies currently faced. If the demand for control is not met, reaching out to international organizations such as the International Civil Aviation Organisation (ICAO) or the European Civil Aviation Conference (ECHO) for should take oversight would be prudent. This would ensure that airspace is managed with the professionalism and neutrality required to safeguard all flights entering and exiting Somaliland.
Recommended Actions for Somaliland
1. Through its Ministry of Foreign Affairs and Civil Aviation, Somaliland should draft and submit a legal and diplomatic complaint to the International Civil Aviation Organization (ICAO) detailing the security risks, as well as the operational disruptions caused by the current control exercised by the Mogadishu government. This documentation should include evidence of how these issues threaten the safety and efficiency of air travel in the region.
2. It is vital for Somaliland to cultivate and strengthen relationships with nations that have shown support or understanding of its plight, such as Ethiopia and the United Arab Emirates. These allies can play a crucial role in advocating for Somaliland’s autonomy over its airspace on the international stage.
3. Somaliland should actively pursue its rights through relevant regional and international forums, presenting comprehensive evidence of the disruptions caused by Villa Somalia’s governance. This approach would help in building a case for recognition and support from the global community.
4. Finally, it is essential for Somaliland to enhance the capabilities of its Civil Aviation Authority. This includes investing in training for personnel, acquiring advanced technology for air traffic management, and developing infrastructure to demonstrate its readiness to effectively manage its airspace autonomously. By showcasing its preparedness, Somaliland can strengthen its position in negotiations and appeals for recognition of its rights to its airspace.
By taking these steps, Somaliland can work towards securing its airspace, enhancing its sovereignty, and ensuring the safety and efficiency of air travel within its territory. It can responsibly manage the airspace.
